ROYAL DECREE CONCERNING TAX COLLECTION

Lettres Patentes Du Roi, Sur le D'ecret de l'Assemblee Nationale, du 25 Mai 1790, portant injonction aux Municipalites qui sont en retard de former leurs Roles d'Impositions de la presente annee 1790, de les terminer, dans le delai de quinze jours, a peine par lesdits Officers Municipaux de demeurer garants & responsables du Recouvrement des Impositions de leur Communaute; Et concernant la verification & rectification des inegalites, erreurs ou doubles emplois qui auroient eu lieu dans la repartition des Impositions de 1790, entre les differentes Municipalities.
Donnes a Paris, le 30 Mai 1790.

A Royal decree requiring Municipalities to finalise their tax rolls within fifteen days from the publication of said decree. It states that Municpal officers charged with drawing up the rolls or verfying them who fail to meet the deadline shall remain guarantors and shall be responsible for the delay. It continues with the order for Commissoners to be appointed to verify complaints regarding inequalities, errors or double counting that may have occurred.

The drive for fiscal reform came with the collapse of the ancien regime and the need to design a more equitable tax system.
